China's First Aircraft Carrier Commissioned

DALIAN (Xinhua) -- China's first aircraft carrier was delivered and commissioned to the People's Liberation Army (PLA) Navy Tuesday after years of refitting and sea trials.

Overseen by President Hu Jintao and Premier Wen Jiabao, the carrier was officially handed over by the navy's main contractor, the China Shipbuilding Industry Corporation, at a ceremony held at a naval base in northeast China's city of Dalian.

President Hu, also chairman of the Central Military Commission (CMC), endorsed a PLA flag and naming certificate to the naval unit that received the carrier.

The carrier, formerly known as the Soviet ship Varyag, was renamed Liaoning and underwent years of refitting efforts to install engines, weapons, as well as a year-long sea trial.

The ceremony made China the tenth country around the world and the last among the five permanent members of the U.N. Security Council to have an aircraft carrier in active service.

Premier Wen said in reading off a congratulatory letter sent from top central authorities that China's first aircraft carrier in active service will "be of great and far-reaching significance in inspiring patriotism, national spirit and driving national defense technologies."

"It will also be of great significance in enhancing national defense power and the country's comprehensive strength," Premier Wen said.

"China's development of an aircraft carrier was an important strategic decision made by the Communist Party of China (CPC) Central Committee, the State Council and the Central Military Commission," Wen said.

"The delivery and commission of the first carrier is a milestone in the PLA's history and embodies a major achievement of China's weaponry and equipment development, as well as its national defense modernization," he said.

After the commission ceremony, President Hu boarded the Liaoning, which was in full dress, and inspected the Navy's honor guard.

President Hu gave his firm appreciation for the construction of the Liaoning and ordered the Navy and relevant research institutes to keep up their good work.

The president and premier later came to the carrier's flight deck and some cabins where they talked with sailors, and scientists and engineers who developed the carrier.

According to the CMC, after being commissioned to the Navy, the Liaoning will continue to serve for scientific research purposes, as well as military training.

"The PLA's General Armament Department, the Navy and all comrades participating in the carrier program should make new contributions in promoting China's weaponry construction and safeguarding national sovereignty, security and territorial integrity," Wen said.

"The country and people appreciate all participants in the aircraft carrier program," Wen said.

Hu and Wen were accompanied by CMC Vice Chairmen Guo Boxiong and Xu Caihou, as well as State Council Secretary-General Ma Kai, director of the PLA's General Armament Department Chang Wanquan and Navy Commander Wu Shengli.

China announced its aircraft carrier program in July 2011, when the carrier was berthed in Dalian for refitting. Dalian is located at the south end of Liaoning province.

Tidak bisa dipungkiri bahwa Alutsista TNI AL yang Heavy Material dan Heavy Technologi,  Kobangdikal melalui Puslatlekdalsen senantiasa meningkatakan profesionalisme dan kemampuan instruktur dan operator yang dimiliki dengan menyelenggarakan berbagai pelatihan alat simulator baru.

Untuk meningkatkan profesionalisme dan kemampuan prajurit di bidang alut sista, personil Puslatlekdalsen laksanakan pelatihan pengoperasian pesawat simulator baru di gedung Fatahilah Bumimoro Kobangdikal 

“Keberadaan alat simulator kapal yang ada di Puslatlekdalsen haruslah diawaki oleh personil  yang  benar-benar berkualitas dan kompeten, sehingga bisa menularkan ilmunya pada peserta didik secara benar,” terang Komandan Kobangdikal Laksda TNI Djoko Teguh Wahojo dalam amanat pada pembukaan pelatihan Naval Air Surface Subsurface Firing System yang dibacakan Komandan Puslatlekdalsen Kolonel Laut (P) Cakra Aria Wibawa di gedung Fatahilah, Kesatrian Bumimoro Kobangdikal, Selasa, (25/9).

Sebanyak 60 orang Perwira, Bintara, Tamtama dan Pegawai Negeri sipil (PNS) dari Pusat Latihan Elektronika dan Pengendalian Senjata (Puslatlekdalsen) Kobangdikal mengikuti pelatihan Naval Air Surface Firing Systim (pengoperasian prosedur penembakan anti udara), Naval Subsurface Firing Systim (pengoperasian prosedur penembakan senjata bawah air) dan Naval Surface Firing system (Pengoperasian prosedur penembakan Senjata Permukaan).

Menurut Dankobangdikal, Pelatihan yang diperuntukan bagi instruktur, operator dan Maintenece peralatan simulator itu, akan berlangsung selama tiga minggu kedepan.

Hadir dalam kegiatan tersebut, Wakil Komandan Puslatlekdalsen Letkol Laut (P) Ari Widiatmoko, para Kepala Departemen (Kadep) dan perwira staf dijajaran Puslatlekdalsen serta para instruktur

Dari jumlah 60 peserta tersebut terdiri  15 orang diantaranya adalah perwira pertama dengan pangkat Lettu  hingga Kapten, 32 orang Bintara, 12 orang tamtama dan satu orang Pegawai Negeri sipil (PNS).

Puslatlekdalsen sebagai salah satu Komando Pelaksana Kobangdikal, bertugas menyelenggarakan Latihsn Praktek dibidang elektronika kendali senjata yang meliputi alat indra, kendali senjata, alat navigasi, komunikasi dan alat kendali permesinan serta menyiapkan, menyelenggarakan dan mengevaluasi hasil latihan aplikasi taktik operasi laut.

Naval Air Surface Subsurface Firing System lanjut, merupakan simulator yang digunakan kapal corvet kelas Sigma untuk peperangan bawah air, permukaan maupun udara. Sistim ini menyediakan semua fasilitas kepada tim Koamando dalam penembakan diantaranya TPO SUT, MK 46, A-244 S untuk senjata Bawah Air, Harpoon, Exsoset, Meriam  120 MM, Meriam 76 MM, Yakont C 802 untuk senjata permukaan  dan Strellla untuk senjata udara.

Mengingat singkatnya waktu pelatihan, Komandan Kobangdikal berharap peserta pelatihan untuk senantiasa belajar dengan sungguh-sungguh  agar mampu menjadi instruktur bagi siswa Kobangdikal, operator dan maintenence yang handal sehingga proses belar mengajar dapat berjalan dengan baik,” pintanya.

LHD Begins Final Leg of Journey to Australia

Minister for Defence Materiel Jason Clare today announced that the hull of the first of the Royal Australian Navy’s (RAN’s) new amphibious ships has begun the final leg of its journey to Australia.

Mr Clare said the Landing Helicopter Dock (LHD) 01 hull has rounded the Cape of Good Hope and is expected to arrive in Melbourne in the next few weeks.

The LHD hull left Ferrol, Spain in August and is being transported by the Heavy Lift Ship, Blue Marlin. The hull was built in the Navantia shipyard in Spain.

“The Blue Marlin is making good progress and we expect the LHD to arrive in Melbourne by mid October,” Mr Clare said.

The Canberra Class LHDs are bigger than Australia’s last aircraft carrier HMAS Melbourne. When completed they will be more than 230 metres long, 27.5 metres high and weigh around 27,500 tonnes.

Each ship can carry a combined arms battle group of more than 1100 personnel, 100 armoured vehicles and 12 helicopters and features a 40-bed hospital.

“From Port Phillip Bay, Melbourne, the LHD will then travel to the Williamstown dockyard for consolidation of the superstructure and installation of the combat and communications and navigation systems,” Mr Clare said.

The vessel is scheduled to be delivered to the RAN in early 2014.

TNI AL Laksanakan Uji Coba Rudal dan Torpedo

TNI Angkatan Laut akan menggelar latihan perang laut secara besar-besaran dalam Armada Jaya XXXI/2012 di perairan Indonesia Kawasan Timur pada tanggal 25 September sampai 22 Oktober 2012. Latihan kali ini akan diikuti dengan pelaksanaan uji coba penembakan senjata strategis yang dimiliki TNI Angkatan Laut seperti rudal Yakhont, rudal Exocet MM 40, rudal C-802 serta penembakan Torpedo SUT (Surface and Underwater Target) dari Kapal Selam dan Kapal Atas Air dengan sasaran Kapal Permukaan.

Demikian diungkapkan Kepala Staf Angkatan Laut (Kasal) Laksamana TNI Soeparno dalam sambutannya yang dibacakan Wakasal Laksamana Madya TNI Marsetio, M.M. pada Upacara Pembukaan Geladi Posko Latihan Armada Jaya XXXI/12 tahun 2012, Selasa (25/9/2012) di Sekolah Staf dan Komando Angkatan Laut (Seskoal), Cipulir, Jakarta Selatan.

Lebih lanjut Kasal mengatakan, Latihan Armada Jaya merupakan latihan puncak TNI Angkatan Laut pada siklus latihan tahunan, yang bertujuan mengukur kesiapan operasi, dari hasil pembinaan kekuatan dan kemampuan seluruh komponen Sistem Senjata Armada Terpadu yang dilaksanakan Kotama dan Satuan Kerja di Jajaran TNI Angkatan Laut, sekaligus guna mendukung peningkatan kesiagaan operasi TNI, dalam rangka mengantisipasi serta menghadapi kemungkinan timbulnya ancaman yang dapat mengganggu kedaulatan Negara Kesatuan Republik Indonesia.

“Pelaksanaan uji coba penembakan senjata strategis yang dimiliki TNI Angkatan Laut merupakan kesempatan yang sangat baik, disamping untuk menguji kehandalan senjata peluru kendali dan torpedo yang kita miliki, juga merupakan ajang pengukuran penguasaan prosedur dan mekanisme proses penembakan oleh para pengawaknya serta menjadi bukti nyata tingkat profesionalisme prajurit TNI Angkatan Laut,” tegas Kasal.

Latihan akan dilaksanakan mulai dari Laut Jawa hingga puncaknya operasi amfibi berupa pendaratan Pasukan Pendarat Marinir di Sangatta, Kalimantan Timur. Seluruh kesenjataan TNI AL yang tergabung dalam SSAT yaitu kapal perang, pesawat udara, Marinir dan Pangkalan akan digelar pada latihan kali ini. Tidak kurang dari 35 kapal perang TNI AL dari berbagai jenis (Kapal Selam, Perusak Kawal Rudal, Kapal Cepat Rudal, Perusak Kawal, Angkut Tank, Buru Ranjau, Kapal Tanker dan Kapal Bantu Tunda) akan dikerahkan dan 10 di antaranya akan menembakkan peluru kendali. Latihan puncak yang melibatkan kurang lebih 5.500 personel ini juga mengerahkan 6 pesawat udara, 1 Batalyon Tim Pendarat Marinir beserta 93 kendaraan tempur Pasukan Pendarat.

Latihan Armada Jaya XXXI/12 dilaksanakan dua tahap, yaitu tahap persiapan dan tahap pelaksanaan. Tahap persiapan dilaksanakan kegiatan Geladi Posko tanggal 25 September sampai 2 Oktober 2012 di Seskoal. Sedangkan tahap pelaksanaan dilaksanakan kegiatan Geladi Lapangan atau Manuver Lapangan tanggal 9 sampai 22 Oktober 2012 di Laut Jawa dan Pantai Sangatta.

Sementara pada bagian lain Kasal menyampaikan bahwa pada tahun 2012 ini, sesuai dengan siklus Latihan TNI, akan dilaksakanan Latihan Gabungan TNI, sehingga Latihan Armada Jaya ini dapat dimanfaatkan sebagai latihan parsial guna menyongsong Latgab TNI 2012. “Untuk itu laksanakan latihan ini secara sungguh-sungguh dan serius sesuai dengan pentahapan latihan, ikuti proses perencanaan dan pemecahan masalah serta pengambilan keputusan sesuai dengan skenario latihan yang sudah disiapkan oleh komando latihan, pahami dan ikuti berbagai prosedur sesuai standar operasi yang sudah ditetapkan, cermati kehandalan berbagai piranti lunak pendukung guna memberikan masukan penyempurnaannya, kembangkan kreatifitas dan inovasi untuk mendapatkan ide-ide lebih meningkatkan efektifitas dan efisiensi dalam penggunaan kekuatan dan kemampuan TNI AL pada khususnya, serta TNI pada umumnya,” tegas Kasal.

Latihan Armada Jaya merupakan latihan puncak TNI AL dan dilaksanakan setiap tahun di wilayah yang berbeda, bahkan diusahakan seluruh pantai yang ada di Indonesia pernah dijadikan sebagai daerah latihan. Dengan menggelar latihan di daerah tersebut akan menjadi salah satu referensi bagi TNI AL, jika sewaktu-waktu dibutuhkan operasi sebenarnya. Armada Jaya XXXI/2012 merupakan yang ketiga kalinya dilaksanakan di Sangatta, yang pertama pada tahun 2005. Sedangkan tahun 2007 latihan terbesar TNI AL dilaksanakan di Kaimana, Papua serta tahun 2008 di Pantai Banongan dan tahun 2009 di Pantai Banyuwangi, Situbondo Jawa Timur.

Kesuksesan latihan ini merupakan salah satu indikator bahwa TNI AL siap mempertahankan kedaulatan dan keutuhan NKRI dari setiap ancaman di manapun dan kapanpun.

Goodbye to LCH as amphibious capability grows

HMA Ships  Balikpapan, Betano and Wewak  will  be  decommissioned  in December after almost four decades of service.

While the ships continue to provide excellent service, Navy will transition from the existing Fleet as its new amphibious capabilities grow.


CN  VADM  Ray  Griggs  said  in  a signal to all Navy personnel that the decommissioning of  Balik papan, Betano and Wewak would be followed by the paying off of HMA Ships Brunei, Labuan and Tarakan by the end of 2014.

“Many of us have had the privilege of serving in a shoebox,” he said.

“I congratulate all personnel both, uniformed and civilian, who have operated and maintained these wonderful amphibious work horses for almost four decades.


“Their operational service record is virtually unparalleled and, unfortunately, mostly unheralded.”
Commander Australian Amphibious Task Group CAPT Ray Leggatt said their operational record, particularly during the past 20 years covering operations in Bougainville, East Timor and Solomon Islands, had been outstanding.

“Their performance has been exemplary as indicated by the granting of a meritorious unit citation for the LCH group for operations in East Timor during the INTERFET intervention during 1999-2000,” he said.

“They have laid a great foundation as we transition from the existing Fleet and grow our new amphibious capabilities.”

Premature Ageing Found Found on HMAS Choules

On 18 June 2012 a media statement was released detailing the initial circumstances surrounding the defect which occurred on one of the propulsion transformers in HMAS Choules on 14 June 2012. This is an update to that release.

At the time of the incident all other transformers were checked by the transformer manufacturer (Siemens) and found to be within specification.

Following the removal of the two starboard side propulsion transformers, further investigation has been possible and this has indicated signs of premature ageing.

Deeper level inspections of all remaining transformers in the ship have now revealed similar problems but at varying levels.

The transformer manufacturer is yet to confirm that this contributed to the failure of the starboard propulsion transformer.

Work is now underway in conjunction with the transformer manufacturer, the on-site support agencies and Defence Science and Technology Organisation to determine when the remaining transformers need to be replaced.

The Defence Materiel Organisation is also contacting the UK Ministry of Defence to coordinate further investigations.

Should HMAS Choules be further delayed in her return to service, HMAS Tobruk and Australian Defence Vessel Ocean Shield will provide any humanitarian assistance or disaster relief response if required by the Government.

Saab to Set up Communication Systems Between Thailand’s Frigates and Gripens

Royal Thai Navy has allocated a budget of THB 3,300 million for Swedish Saab Group to set up an electronic communication systems on the twin frigates “Naresuan -Taksin’ which will allow communication between the frigates and Thailand’s existing JAS-39 Gripen’s ERIEYE airborne early warning and surveillance system.

Early this year the navy has also installed a similar electronic communication system from Sweden on Royal Narubes vessel to connect with the Gripen’s advanced early warning system.

According to Jane’s defense and security news website, as part of the purchase plan of USD 1,100 million, Royal Thai Air Force will receive the second batch of six Gripen fighter aircrafts from Sweden next year, in which they will have another Gripen with Saab 340 airborne early warning system.

In June 2011, Saab group has announced the plan of Royal Thai Navy to upgrade the frigates with the latest generation of combat management and fire control systems, 9LV Mk4 and CEROS 200. As reported, the plan was also for Saab to supply data-link equipment to the ships, which will allow interoperability between naval and airborne units.

Jane’s news also reported that Royal Thai navy also has a plan to purchase two frigates of 2,000 – 3,000 tons with a minimum speed of +25 knots, a missile system and a helipad for a helicopter of 10 tons. The navy has an eye on the ones produced in Koreaand Germany.

ATM Lancar Penembakan Misil dan Roket Secara Bersepadu

Angkatan Tentara Malaysia (ATM) telah berhasil meluncurkan penembakan misil dan roket secara terpadu di Perairan Selat Malaka Utara sekitar jam 10 hingga 11 pagi tadi. Penembakan yang diluncurkan dari platform penembak yang berbeda ini berhasil mengenai sasaran permukaan pada jarak dan kecepatan yang diprogram.


Dalam penembakan tadi pagi, Angkatan Laut Diraja Malaysia (TLDM) telah meluncurkan misil jenis Exocet MM40 dari Kapal Diraja (KD) LEKIU dan misil jenis Sea Skua dari helikopter TLDM jenis Super Lynx. Angkatan Udara Diraja Malaysia (TUDM) pula telah meluncurkan misil tipe Maverick dan Harpoon dari pesawat tempur F/A-18D. Sementara itu, tim 51 Resimen Artileri Kerajaan Angkatan Darat Malaysia (TDM) pula telah meluncurkan Sistem Roket Lancar Berganda Astros II dari situs penembakan di Tanjung Antu, Segari, Perak. Semua penembakan ini telah berhasil mengenai tepat dan menghancurkan target.


Penembakan terpadu ATM ini telah diluncurkan selama Eksesais ANGSA 7/2012 yang melibatkan tiga layanan, Darat, Laut, dan Udara yang dimulai dari 10 hingga 28 Sep 12. Penembakan secara terpadu ini dilaksanakan dalam upaya meningkatkan latihan secara bersama (joint) antara ketiga layanan. Selain itu, penembakan ini digabungkan sebagai langkah penghematan secara kemitraan biaya dalam operasi penembakan.


Penembakan terpadu ini melibatkan aset bantuan ketiga layanan sebagai unsur untuk pembersihan area, tim penyediaan sasaran, rekaman dan analisis. Antara aset dan unsur TLDM lain yang terlibat adalah KD Mahawangsa, KD PAHANG, KD TERENGGANU, KD LAKSAMANA Hang Nadim, KD MAHAMIRU, KTD PENYU, Bot Tempur CB 90, Tim Penyelam, Weapon Trial and Assesment Team (WTAT) dan helikopter Fennec. Sementara aset TUDM lain yang terlibat adalah pesawat Su-30MKM, pesawat CN-235, pesawat B-200T dan C-130. Unit TUDM yang terlibat adalah 51 Resimen Artileri Royal.


Keberhasilan penembakan misil dan roket terpadu ATM ini telah sekali lagi membuktikan bahwa kesiagaan aset ATM selalu di tingkat yang tinggi dalam mempertahankan kedaulatan negara. Ia juga sekaligus menempatkan ATM antara pasukan Angkatan Bersenjata yang wajar disegani di kawasan ini.

Armada Timur Bersiap Lakukan Latihan Penembakan Torpedo

Komandan Satgas Latihan Parsial Penembakan TPO SUT Cek Kesiapan Unsur

Menjelang mendekati pelaksanaan latihan parsial penembakan Torpedo (TPO) SUT kepala latihan, Komandan Satuan Tugas (Satgas) Latihan Parsial Penembakan TPO SUT Kepala Latihan Kolonel Laut (P) Syufenri, S.Sos yang sehari-hari menjabat sebagai Komandan Satuan Kapal Cepat (Satkat) Koarmatim dengan didampingi Wakil Komandan Satgas Letkol Laut (P) Iwa Kartiwa, SH mengecek kesiapan unsur yang terlibat dalam kegiatan latihan tersebut, Kamis (20/9).

Unsur yang terlibat dalam latihan parsial penembakan torpedo SUT kepala latihan tersebut, yaitu KRI Nanggala-402 dan KRI Ajak-653. Adapun sebagai unsur pendukung dalam kegiatan latihan itu ada tiga kapal perang (KRI) yang turut terlibat, yaitu masing-masing KRI Hiu-804, KRI Sura-802, dan KRI Soputan-923.


Dalam pengecekan ke unsur-unsur tersebut, Komandan Satgas Kolonel Laut (P) Syufenri juga melihat langsung aktivitas dan sekaligus mengarahkan kepada para prajurit yang sedang melaksanakan kesiapan latihan. Dengan antusias, nampak para prajurit dari jajaran Satuan Kapal Selam dan Satuan Kapal Cepat Koarmatim beserta pendukung lainnya, senantiasa mencermati dan melaksanakan tugasnya dengan baik.

“Dilaksanakannya latihan parsial penembakan torpedo SUT kepala latihan ini, yaitu dalam rangka untuk persiapan latihan Armada Jaya XXXI TA. 2012. Karena dalam latihan tersebut, akan dilaksanakan penembakan torpedo sut dengan sasaran permukaan oleh KRI Nanggala dan KRI Ajak,”kata Komandan Satgas Kolonel Laut (P) Syufenri.

Ditegaskan pula oleh Komandan Satgas, bahwa urgensi latihan parsial penembakan torpedo SUT kepala latihan oleh KRI Nanggala dan KRI Ajak ini, yaitu untuk menguji kemampuan kesenjataan dan profesionalisme pengawak alutsista. “Untuk itu, saat ini kita cek kesiapan unsur-unsur yang terlibat dalam latihan tersebut,”tegas Kolonel Laut (P) Syufenri.

Ditambahkan oleh Komandan Satgas, bahwa sasaran yang ingin dicapai dalam latihan ini, yaitu terwujudnya kesiapan sistem kendali senjata torpedo sut di KRI Nanggala dan KRI Ajak. Disamping itu juga akan terpeliharanya kemampuan profesionalisme prajurit di ke dua kapal perang tersebut dalam melaksanakan prosedur penembakan torpedo SUT.

The cabinet yesterday approved a navy proposal to buy two top-class frigates costing around 30 billion baht within the next five years.

According to a source, the navy has turned to frigates following the government's rejection of its preferred option to purchase submarines from Germany. The navy has yet to choose a supplier.

It favours frigates from European shipyards which have good track records of building such top-quality frigates, the source said.

Builders in Germanyand Spainare tipped to win the contract to supply the warships for the navy, he added.

However, senior naval officers are concerned that some politicians might try to push for the purchase of Chinese-made frigates.

The navy currently has two frigate flotillas that are capable of launching surface-to-surface missiles. They are all equipped with helipads.

Frigates can defend national waters, operate with fast attack craft, battle other surface vessels, defend against aircraft, as well as protect other vessels and combat submarines.

The navy also intends to keep the frigate, HTMS Naresuan, in service. The cabinet yesterday allowed the navy to borrow 3.29 billion baht from 2012 to 2014 to pay for a refit and to modernise its computer systems which will allow the vessel to link up with the information systems used by the air force's Gripen jet fighters.

The cost of the work will come to 495 million baht this fiscal year, 1.33 billion baht in fiscal year 2013 and 1.46 billion baht in fiscal year 2014.

The cabinet also approved yesterday a request by the army for permission to borrow 2.82 billion baht to buy helicopters. This will take place through to the 2014 fiscal year.

Thailand’s government is thought to be interested in equipping the Royal Thai Navy (RTN) with two to three new frigates. In response to this, South Korea’s Daewoo Shipbuilding and Marine Engineering (DSME) unveiled a new frigate concept, the stealthy DW 3000H, at the Defense & Security 2012 Trade Show in Bangkok, Thailand.

Principal dimensions of the DW 3000H are a length of 114 meters, a beam of 13.8 meters, a depth of 8.2 meters, a draft of 3.9 meters, and a displacement of 3,000 tons.

The frigate’s propulsion system is a combined diesel and diesel arrangement driving two controllable pitch propellers for a top speed of 28 knots. To improve seakeeping characteristics, the hull has a pair of adjustable fin stabilizers and two pairs of bilge keels (strakes running along the length of the hull).

In common with other contemporary warship designs, the DW 3000H features an integrated mast – Thales’ I-Mast 500 most likely fitted with ESSM (Evolved Sea Sparrow Missile) uplink/control capability. Fire-control equipment includes a forward-facing gunfire-control director – a Thales Sting – atop the bridgehouse and a rear-facing Thales MIRADOR electro-optical director atop the helicopter hangar.

The DW 3000H is to be multirole frigate with a focus on anti-submarine warfare (ASW). Primary weapon systems are a single Oto Melara 76 mm gun in a stealth turret, an eight-cell vertical launch system for surface-to-air missiles – very likely the ESSM, eight surface-to-surface missiles – most likely American-built Harpoons or the equivalent Korean-built SSM-700K in two quad launchers located amidships, two 30 mm MSI DS30 guns fitted atop the hangar deck and a Phalanx close-in weapon system that is mounted one deck higher. A pair of decoy launchers is also fitted.

The ASW suite comprises two triple-torpedo tubes in enclosed recesses on the main deck level as well as what appear to be two anti-torpedo decoy launchers mounted atop the hangar deck. A hull-mounted sonar is fitted in a retractable sonar dome, though it is not clear if a towed array system is fitted.

The frigate can accommodate one helicopter in the hangar. The display model shows a Lynx helicopter.

Stealthy features include an enclosed foredeck, enclosed boat decks on either side of the superstructure, and enclosed bridge wings that extend from the slab-sided superstructure, as well as funnels that are shielded by the superstructure in profile.

There are indications that if the Thai government decides to move ahead with the frigate acquisition, the Thai Navy’s long-standing and, oft delayed, submarine plans may not be adversely affected.

JAKARTA - Indonesiamembutuhkan banyak kapal cepat rudal (KCR) untuk mengimbangi wilayah laut yang begitu luas dan daratan yang tersebar. Keberadaan KCR dinilai mampu mempermudah TNI maupun para pengelola keamanan di laut untuk mengamankan wilayah maritim Indonesia. "Kita butuh banyak sekali kapal-kapal cepat seperti KRI Klewang," kata Kepala Staf TNI AL (Kasal) Laksamana TNI Soeparno, di Jakarta, Minggu (16/9).

KRI Klewang, tambah dia, merupakan KCR buatan asli Indonesia yang memiliki bentuk unik. Kapal ini juga banyak dipuji sebagai kapal siluman yang memiliki kecepatan tinggi dan mampu menembus ombak besar karena memiliki tiga lambung. Tak heran jika biaya pembuatan satu pesawat ini mencapai 114 miliar rupiah.

Menurut dia, produk buatan PT Lundin Industry Invest ini juga merupakan kapal yang berpeluru kendali dan berguna untuk menjaga perbatasan dan potensi laut di Indonesia. Saat ini TNI baru membeli satu KRI Klewang untuk ditempatkan di Armada RI Kawasan Timur. Meski demikian, Soeparno menuturkan, pengadaan kapal KCR akan terus dilakukan sehingga jumlahnya lebih banyak lagi. Selain KRI Klewang, TNI AL juga mendapat tambahan beberapa unit KCR, yakni KRI Celurit dan KRI Kujang. Total KCR yang saat ini dimiliki TNI AL tak lebih dari 10 unit yang masing-masing berukuran 40 meter.

Idealnya 35 Unit

Kepala Dinas Penerangan TNI AL Laksma Untung Suropati mengatakan, idealnya Indonesiamembutuhkan 35 unit KCR. "Perairan Indonesia cocok untuk pengoperasian KCR, terutama di wilayah barat karena cukup dangkal," jelasnya. Guna mendukung penambahan KCR, Kementerian Pertahanan telah bekerja sama dengan China untuk produksi peluru kendali (rudal) C-705.

Nantinya seluruh KRI akan dilengkapi dengan rudal berkemampuan jelajah hingga 140 kilometer itu. TNI AL sudah dua kali melakukan uji coba rudal ini. Hasilnya cukup memuaskan untuk dipilih sebagai senjata kapal KCR. Menteri Pertahanan Purnomo Yusgiantoro mengatakan, dengan produksi sendiri rudal, kemampuan persenjataan akan meningkat cukup signifikan.

"Kalau bisa produksi dalam negeri. Kami akan memasang rudal-rudal itu di daerah perbatasan untuk pengamanan," ujarnya. KCR ini berbahan dasar komposit serat karbon yang tercatat lebih ringan, dan 20 kali lebih kuat dari baja ini memiliki panjang keseluruhan (length overall) 62,53 meter, lenght on waterline 60,7 meter, water draft 1,17 meter, beam overall 16 meter, bobot mati 53,1 ton.

Kapal ini digerakkan oleh 4 unit mesin penggerak pokok ini, didesain sebagai kapal siluman (stealth) canggih yang dapat melaju dengan kecepatan tinggi. Kehebatan kapal ini mampu menembus ombak setinggi 6 meter.

Pada acara peluncuran tersebut, Wakil Asisten Logistik Kasal, Laksma TNI Sayid Anwar menyatakan, bahwa momentum peluncuran kapal perang KCR pertama X3K Trimaran Class ini diharapkan akan menjadi titik awal pembangunan kapal sejenis yang akan mampu meningkatkan kemampuan TNI AL, sehingga menjadi salah satu kekuatan yang disegani. First AWD Blocks Fabricated by Forgacs Head for Adelaide

First Newcastle AWD Blocks Head for Adelaide

Minister for Defence Materiel Jason Clare has announced the first three Air Warfare Destroyer (AWD) blocks fabricated by Newcastle shipbuilder Forgacs Engineering have started their journey to Adelaide.

The blocks will be transported from Forgacs Tomago Shipyard by barge and two tugs along the North Arm of the Hunter River.

The barge will then be transferred to a single ocean going tug, which will tow the blocks through Newcastle Harbour and on to the Government of South Australia’s Common User Facility at Techport. The blocks will arrive in just over a week, depending on weather conditions.

“Forgacs are building around half the blocks for these ships. They are doing outstanding work on some of the most advanced warships in the world,” Mr Clare said.

“Last week I attended the keel-laying ceremony in Adelaide for the first destroyer Hobart. The ceremony was a significant milestone in the AWD project and marked the start of the next phase in the delivery of these warships,” Mr Clare said.

Forgacs are constructing 44 blocks for the AWD project, including 14 blocks for the first destroyer. The remaining Forgacs blocks for the first AWD will arrive in Adelaide over the next 12 months.

The AWD project directly employs more than 2,500 people, with almost 700 based in Newcastle.

The AWD will have anti-air, anti-submarine and anti-surface warfare capability and will be able to embark a helicopter at sea.

DND Plans to Purchase Indonesian Spy Plane

MANILA, Philippines – The government plans to procure a spy plane from Indonesia and a troop transport aircraft from Italy, the Department of National Defense (DND) said yesterday.

Peter Paul Galvez, DND spokesman, said the long-range maritime patrol and surveillance plane is manufactured in Indonesia under a joint venture agreement with Spain.

“On our shortlist is the Indonesian aircraft,” he said. “The long-range patrol aircraft would be devoted solely to conducting maritime surveillance.”

The DND is also scouting for a medium lift aircraft from other European countries at a lower cost, Galvez said.

Once President Aquino approves the acquisition, the spy plane would strengthen the country’s maritime domain awareness.

For a long time, the Armed Forces has been relying mainly on a small number of Islander planes for maritime and territorial patrol.

The spy plane is the CASA/IPTN CN-235. The CN-235 surveillance aircraft can double as a military transport plane. Its largest user is Turkeywith 61 aircraft.

The surveillance plane has a crew of two, a pilot and co-pilot, and can carry 44 passengers and a payload of 13,120 pounds with a cruising speed of 454 kilometers per hour and a range of 2,730 nautical miles.

Surabaya(ANTARA News) - TNI AL menyiapkan personel yang akan mengawaki kapal canggih terbaru KRI Klewang-625 lewat pelatihan di galangan PT Lundin Industry Invest, Kabupaten Banyuwangi, Jawa Timur. Ini adalah kapal berlunas tiga (trimaran) bahan komposit sepanjang 65 meter dengan teknologi rancang bangun terkini.

Masalahnya tinggal melengkapi persenjataan, navigasi, dan sistem komunikasinya sesuai dengan kelasnya. Tanpa itu semua, kecanggihan kapal buatan dalam negeri yang setara dengan kualitas buatan Amerika Serikat itu bisa sia-sia belaka.

Kepala Dinas Penerangan Komando Armada RI Kawasan Timur, Letnan Kolonel Khusus Yayan Sugiana, di Surabaya, Senin, menjelaskan pelatihan itu saat ini sudah berjalan dan akan berakhir pada pertengahan September 2012.

TNI AL pada 31 Agustus lalu meluncurkan kapal cepat rudal jenis trimaran di Selat Bali, Kabupaten Banyuwangi. Meskipun sudah diluncurkan, kapal yang diklaim tidak bisa terdeteksi radar lawan itu masih memerlukan penyempurnaan dan nantinya akan bergabung dalam jajaran Koarmatim.

"Ada33 personel calon awak KRI Klewang-625 yang saat ini ikut pelatihan. Pelatihan ini penting agar personel itu mampu mengawaki kapal canggih itu secara baik," kata Sugiana.

Sementara Komandan Satgas Proyek Pengadaan KCR Trimaran, Kolonel Teknik Heru Sriyanta, diharapkan setelah pelatihan tersebut para pengawak KRI Kelewang-625 dapat mengoperasikan kapal dengan penanganan terbaik.

"Sehingga seluruh peralatan yang ada di kapal dapat dipelihara dengan baik dan dapat memperpanjang usia pakai kapal mejadi lebih lama," katanya. (*)

Kerja Naik Taraf Pangkalan TLDM Tawau Siap Pertengahan Tahun Depan

SEMPORNA: Menteri Pertahanan, Datuk Seri Ahmad Zahid Hamidi berkata, kerja menaik taraf pangkalan Tentera Laut Diraja Malaysia (TLDM) di Tawau akan siap pada pertengahan tahun depan.

Beliau berkata, kerja menaik taraf pangkalan itu yang menelan belanja kira-kira RM50 juta, berjalan mengikut jadual. "Ia (kerja naik taraf) adalah untuk mempersiapkan pangkalan Tawau ini sebagai satu pangkalan satu unit, kerana kami akan menambah baik atau menaik taraf pangkalan laut di sekitar kawasan pantai Sabah dan Sarawak," katanya.

Ahmad Zahid yang juga Naib Presiden UMNO berkata demikian selepas merasmikan Persidangan Perwakilan UMNO Bahagian Semporna yang turut dihadiri Naib Presiden UMNO, Datuk Seri Mohd Shafie Apdal.

Menurut Ahmad Zahid, usaha menaik taraf pangkalan TLDM di kedua-kedua negeri berkenaan dianggap satu keperluan semasa negara, ditambah dengan permasalahan yang timbul daripada tuntutan bertindih di beberapa kawasan berhampiran.

"Atas nama kedaulatan negara ini, kami merasakan bahawa kedaulatan sempadan air dan negara kita harus dipertahankan tanpa adanya usaha provokasi oleh pihak ketiga atau pihak kita sendiri," katanya.

New Equipment For Navy Ships

MANILA, Philippines — A top defense official said the Hamilton-class cutters of the Philippine Navy (PN) will get sophisticated radars and an anti-ship missile system to make the vessels more capable of engaging intruders to Philippine territorial waters.

According to the official, the BRP Gregorio Del Pilar and the soon-to-arrive BRP Ramon Alcaraz, will be equipped with Harpoon, an anti-ship missile system, and will also be fitted with more sophisticated radars capable of detecting and tracking incoming surface threats and anti-missile and torpedo decoying systems.

The official said the Harpoon is the ideal missile system for Del Pilar and Alcaraz, noting that a sister-ship of the vessels, the USCGC Mellon (WHEC-717), has been fitted with the Harpoon missile launchers and test fired the weapons in January, 1990. Both Del Pilar and Alcaraz were acquired from the United States Coast Guard (USCG).

“These upgrades will make our Hamilton-class cutters more capable vessels. It will definitely satisfy our minimum deterrent capability as far as naval defense is concern,” the official emphasized.

Del Pilar is currently the biggest ship of the Philippine Navy, while Alcaraz is due to arrive before the end of the year.

The vessels were originally equipped with an AN/SPS-40 air-search radar Mark 92 Fire Control System, and armed with one Oto Melara Mark-75 76mm gun, two Mark K-38 25mm machinegun systems, two Mark 36 SRBOC systems,

one Phalanx CIWS missile defense gun, along with multiple mounted M2HB .50 caliber machineguns, and M240 7.62mm machineguns.

But under the PN service, the weapons and sensor systems were removed with the exception of the Oto Melara Mark-75 76mm main gun.

“With the Harpoon, we will not be getting an unproven weapon system as the missile has been successfully test fired from the USCGC Mellon,” said the defense official.

He added that the weapons refit might be done in the United States under a government-to-government deal.
