LHD Begins Final Leg of Journey to Australia

Minister for Defence Materiel Jason Clare today announced that the hull of the first of the Royal Australian Navy’s (RAN’s) new amphibious ships has begun the final leg of its journey to Australia.

Mr Clare said the Landing Helicopter Dock (LHD) 01 hull has rounded the Cape of Good Hope and is expected to arrive in Melbourne in the next few weeks.

The LHD hull left Ferrol, Spain in August and is being transported by the Heavy Lift Ship, Blue Marlin. The hull was built in the Navantia shipyard in Spain.

“The Blue Marlin is making good progress and we expect the LHD to arrive in Melbourne by mid October,” Mr Clare said.

The Canberra Class LHDs are bigger than Australia’s last aircraft carrier HMAS Melbourne. When completed they will be more than 230 metres long, 27.5 metres high and weigh around 27,500 tonnes.

Each ship can carry a combined arms battle group of more than 1100 personnel, 100 armoured vehicles and 12 helicopters and features a 40-bed hospital.

“From Port Phillip Bay, Melbourne, the LHD will then travel to the Williamstown dockyard for consolidation of the superstructure and installation of the combat and communications and navigation systems,” Mr Clare said.

The vessel is scheduled to be delivered to the RAN in early 2014.

Goodbye to LCH as amphibious capability grows

HMA Ships  Balikpapan, Betano and Wewak  will  be  decommissioned  in December after almost four decades of service.

While the ships continue to provide excellent service, Navy will transition from the existing Fleet as its new amphibious capabilities grow.


CN  VADM  Ray  Griggs  said  in  a signal to all Navy personnel that the decommissioning of  Balik papan, Betano and Wewak would be followed by the paying off of HMA Ships Brunei, Labuan and Tarakan by the end of 2014.

“Many of us have had the privilege of serving in a shoebox,” he said.

“I congratulate all personnel both, uniformed and civilian, who have operated and maintained these wonderful amphibious work horses for almost four decades.


“Their operational service record is virtually unparalleled and, unfortunately, mostly unheralded.”
Commander Australian Amphibious Task Group CAPT Ray Leggatt said their operational record, particularly during the past 20 years covering operations in Bougainville, East Timor and Solomon Islands, had been outstanding.

“Their performance has been exemplary as indicated by the granting of a meritorious unit citation for the LCH group for operations in East Timor during the INTERFET intervention during 1999-2000,” he said.

“They have laid a great foundation as we transition from the existing Fleet and grow our new amphibious capabilities.”

Premature Ageing Found Found on HMAS Choules

On 18 June 2012 a media statement was released detailing the initial circumstances surrounding the defect which occurred on one of the propulsion transformers in HMAS Choules on 14 June 2012. This is an update to that release.

At the time of the incident all other transformers were checked by the transformer manufacturer (Siemens) and found to be within specification.

Following the removal of the two starboard side propulsion transformers, further investigation has been possible and this has indicated signs of premature ageing.

Deeper level inspections of all remaining transformers in the ship have now revealed similar problems but at varying levels.

The transformer manufacturer is yet to confirm that this contributed to the failure of the starboard propulsion transformer.

Work is now underway in conjunction with the transformer manufacturer, the on-site support agencies and Defence Science and Technology Organisation to determine when the remaining transformers need to be replaced.

The Defence Materiel Organisation is also contacting the UK Ministry of Defence to coordinate further investigations.

Should HMAS Choules be further delayed in her return to service, HMAS Tobruk and Australian Defence Vessel Ocean Shield will provide any humanitarian assistance or disaster relief response if required by the Government.

First AWD Blocks Fabricated by Forgacs Head for Adelaide

First Newcastle AWD Blocks Head for Adelaide

Minister for Defence Materiel Jason Clare has announced the first three Air Warfare Destroyer (AWD) blocks fabricated by Newcastle shipbuilder Forgacs Engineering have started their journey to Adelaide.

The blocks will be transported from Forgacs Tomago Shipyard by barge and two tugs along the North Arm of the Hunter River.

The barge will then be transferred to a single ocean going tug, which will tow the blocks through Newcastle Harbour and on to the Government of South Australia’s Common User Facility at Techport. The blocks will arrive in just over a week, depending on weather conditions.

“Forgacs are building around half the blocks for these ships. They are doing outstanding work on some of the most advanced warships in the world,” Mr Clare said.

“Last week I attended the keel-laying ceremony in Adelaide for the first destroyer Hobart. The ceremony was a significant milestone in the AWD project and marked the start of the next phase in the delivery of these warships,” Mr Clare said.

Forgacs are constructing 44 blocks for the AWD project, including 14 blocks for the first destroyer. The remaining Forgacs blocks for the first AWD will arrive in Adelaide over the next 12 months.

The AWD project directly employs more than 2,500 people, with almost 700 based in Newcastle.

The AWD will have anti-air, anti-submarine and anti-surface warfare capability and will be able to embark a helicopter at sea.

MDA Extends Surveillance Service for Australian Defence Force

Richmond, BC - MacDonald, Dettwiler and Associates Ltd. (TSX: MDA), a provider of essential information solutions, announced today that it has signed two contract amendments with the Commonwealth of Australia.

The first extends MDA’s Unmanned Aerial Vehicle surveillance service for the Australian Defence Force in Kandahar Airfield an additional two years.

The second provides for a three month assessment activity that will provide critical information in support of Australia’s efforts in Afghanistan. The combined contract value of these amendments is in excess of CA$100 million.

 MDA has been supporting the Australian Forces by providing critically important real-time intelligence, surveillance and reconnaissance information directly to ground commanders, since January 2010.

Dipastikan Sekitar 20 Industri Pertahanan Ambil Bagian Dalam IDE 2012

JAKARTA-(IDB) : Hubungan bilateral Indonesia Australia diperkuat dengan kesepakatan kerja sama pengembangan industri pertahanan antara kedua negara.
 
Dalam MOU yang ditandatangani Menteri Pertahanan Indonesia, Purnomo Yusgiantoro dan Menteri  Pertahanan Australia, Stephen Smith, disepakati kedua negara akan saling menjajaki kerja sama untuk saling memperkuat industri pertahanan di masing-masing negara.

Pembahasan kerja sama  yang berlangsung di Kementerian Pertahanan Indonesia Jakarta, dipimpin oleh Menteri Riset dan Teknologi, Gusti Muhammad Hatta dan Menteri urusan Alutsista sekaligus Menteri Dalam Negeri dan Hukum Australia, Jason Clare.  

Menristek Gusti Muhammad Hatta mengatakan dalam diskusi, perwakilan kedua negara saling bertukar pengalaman mengenai perkembangan industri pertahanan masing-masing. Selanjutnya, kedua negara akan mengidentifikasi industri pertahanan yang memiliki potensial kerja sama jangka pendek maupun jangka panjang.

“Diskusinya bagus sekali, dan kita akan menindaklanjuti pertemuan ini. Ke depan akan ada pertemuan antar industri pertahanan Indonesia dan Australia,”  tegas Menristek.

Ia menambahkan, dalam waktu dekat sebelum penggelaran Indonesia Defence Expo akan ada pertemuan lanjutan untuk membahas lebih detail rencana kerjasama di sektor industri pertahanan.

Sementara itu, Menteri Urusan Alutsista sekaligus Menteri Dalam Negeri dan Hukum Australia, Jason Clare, mengatakan Australia sangat tertarik untuk menjajaki kerja sama di sektor pertahanan tersebut. Dalam pameran industri pertahanan Indonesia yang akan digelar 7-9 November 2012 nanti, akan ada 20 perusahaan industri pertahanan Australia yang akan ikut berpartisipasi.

Ini adalah peningkatan pesat dari pameran sebelumnya. “Pada Indo Defence Expo yang digelar 4 tahun lalu, hanya 1 perusahaan industri pertahanan Australia yang ikut. Kami sangat menanti tindak lanjut dari kerjasama ini,”  Katanya dalam jumpa pers di Kementerian Pertahanan.

Kerja sama  ini merupakan satu dari 3 MOU kerjasama yang ditanda tangani antara pemerintah Indonesia dan Australia pekan ini. Kemarin kedua delegasi telah menyepakati MOU kerjasama pertahanan dan kerjasama maritim dan SAR.

Future Submarine Centre for Adelaide

Australia's systems centre for the next generation of submarines will be based in Adelaide, the Federal Government has announced.

It will be similar to a facility established for the Air Warfare Destroyer (AWD) project.

The Systems Centre will be established shortly and is to be expanded over the next few years to include hundreds of defence personnel from the Navy, Defence Materiel Organisation and other defence sectors.

The Government said the first staff already were working in Adelaide, based temporarily at defence builder ASC.

There is a long-term plan to acquire 12 new submarines, which would be assembled in South Australia.

Deadlines Pushed Back

Three federal ministers have been in Adelaide to attend the laying of the keel of the first Air Warfare Destroyer today.

The Government said the keel laying for the Hobart was a significant stage for the AWD project.

Defence Minister Stephen Smith also announced the AWD construction schedule was being pushed back, after consultation with industry and the navy.

He said the keel to keel interval was set to be extended to 18 months between each ship, as it would create a seamless pipeline of work between the end of the destroyer project and the start of the next submarine program.

When the $8 billion AWD project was first commissioned, the Hobart was supposed to be finished in 2014, but last year that date was pushed back to 2015 and now Mr Smith said it would be a year later again.

The last of the three ships, the Sydney, is now not due to be ready until 2019.

Mr Smith said there was no cost blowout. But the decision allows the Government to delay $100 million of spending.

SA Premier Jay Weatherill said the delay would not prove negative for the South Australian workforce.

"What we've seen is the avoidance of what was going to be a gap in the project and we're seeing a ramping up of employment here at Techcorp and instead of that falling off before we got to the Future Submarines project, we now see a steady flow of work," he said.

Indonesia Australia Bahas Kerjasama Industri Pertahanan

JAKARTA-(IDB) : Kementerian Pertahanan Republik Indonesia bersama dengan Departemen Pertahanan Australia, Rabu (5/9) mengadakan pertemuan bilateral membahas kemungkinan kerjasama industri pertahanan kedua negara di kantor Kementerian Pertahanan, Jakarta. Dalam pertemuan ini, dibahas berbagai kemungkinan pelaksanaan kerjasama dalam industri pertahanan untuk memenuhi kebutuhan pertahanan, sehingga pertemuan ini merupakan langkah yang sangat penting bagi kemajuan kerjasama industri pertahanan antara kedua negara.

Pertemuan ini adalah pertemuan industri pertahanan yang pertama antara Indonesia dan Australia, sebagai tindak lanjut dari Memorandum of Understanding (MoU) Kerjasama Menteri Pertahanan dan juga pelaksanaan kunjungan Menteri Pertahanan RI ke Darwin Australia pada Mei 2012. Pembahasan kerjasama industri pertahanan kedua negara ini dilakukan dalam semangat tinggi dan saling menghormati yang telah menghasilkan kemajuan bagi pengembangan kerjasama industri pertahanan antara kedua negara.

Melalui pertemuan ini, kedua negara ingin meningkatkan kerjasama dalam industri pertahanan masing-masing berdasarkan prinsip kesetaraan, saling menguntungkan, dan saling menghargai kedaulatan dan keutuhan wilayah.

Hadir dalam pertemuan ini,  dari pihak Kemhan RI antara lain, Menteri Pertahanan RI Purnomo, Merteri Riset dan Teknologi (Menristek) Gusti Muhammad Hatta, Wakil Menteri Pertahanan (Wamenhan) Sjafrie Sjamsoeddin, Direktur Jenderal Potensi Pertahanan (Dirjen Pothan) Kemhan Dr. Ir. Pos M. Hutabarat, M.A, Ph.D dan Tim dari Komite Kebijakan Industri Pertahanan (KKIP) serta pejabat perwakilan dari Kementerian BUMN.

Sementera itu dari pihak Dephan Australia, hadir antara lain Menteri Pertahanan Australia Stephen Francis Smith, Menteri Urusan Alutsista sekaligus Menteri Dalam Negeri dan Hukum Australia Jason Dean Clare, Sekjen Dephan Australia Ducan Edward Lewis dan sejumlah pejabat dari Dephan Australia.

Pertemuan industri pertahanan tahunan yang diakhiri dengan penandatanganan kerjasama pertahanan (defence cooperation) dipimpin oleh Menristek dan Wamenhan RI. Dalam kesempatan tersebut, Menristek mengatakan bahwa pertemuan yang berlangsung di Kemhan Jakarta kali ini diantaranya membahas perkembangan mengenai apa-apa yang telah dikerjakan masing-masing negara.

Lebih lanjut dikatakan Menristek, kedepannya nanti akan ada diskusi atau pembicaraan lanjutan sebelum diadakannya pertemuan di tingkat menteri. Selain itu juga dibahas mengenai maintenance C-130, global supply change program, technical for Indo Expo yang akan berlangsung November 2012, transfer of knowledge in defence capacity dan sharing mutual product antara Indonesia dan Australia.

Sementara itu, mengakhiri rangkaian kunjungan Menhan Australia selama dua hari ke Indonesia, Menhan RI bersama dengan Menhan Australia telah mendatangani “Arrangement Between MoD Indonesia and DoD Australia for Implementation of the Agreement Between The Republik of Indonesia and Australia on the Framework on Security  Cooperation and Its Plan of Action on Defence Cooperation”, Rabu (5/9) di kantor Kemhan, Jakarta.

Tujuan dari penandatangan arrangement ini adalah untuk memperkuat dan mengembangkan hubungan persahabatan dan kerjasama di bidang pertahanan dan militer atas dasar saling menghormati kemerdekaan masing-masing, kedaulatan dan integritas teritorial, tidak campur tangan dalam urusan internal masing-masing, kesetaraan, saling manfaat dan menjunjung tinggi perdamaian seperti yang tercantum dalam Piagam PBB dan norma-norma yang diakui secara universal hukum internasional lainnya.

Lingkup kegiatan kerjasama kedua negara di bidang pertahanan meliputi kebijakan pertahanan, hubungan antar instansi, kontra-terorisme, keamanan maritime, bantuan kemanusiaan dan pemulihan bencana, dukungan logistik militer dan pelayanan medis, pemeliharaan perdamaian, Intelijen, Industri Pertahanan, material, ilmu pengetahuan dan teknologi, pendidikan dan pelatihan di bidang pertahanan atau militer, tata kelola dan manajemen pertahanan,  dan bidang lainnya yang menjadi kepentingan bersama kedua negara.

Menhan RI – Australia Komitmen Tingkatkan Hubungan Strategis Pertahanan

JAKARTA-(IDB) : Menteri Pertahanan RI Purnomo Yusgiantoro dan Menhan Australia Stephen Francis Smith, berkomitmen untuk mencapai kesepakatan atau pemahaman demi meningkatkan kemitraan strategis di bidang pertahanan secara komprehensif di semua bidang kegiatan. Komitmen tersebut terungkap dalam pertemuan bilateral yang berlangsung di Kementerian Pertahanan RI, Jakarta, Selasa (4/9).
 
Pertemuan Bilateral pertahanan yang dilaksanakan Indonesia dan Australia kali ini merupakan rangkaian kunjungan kerja Menhan Australia di Kemhan dalam rangka pertemuan tahunan antara kedua Menteri Pertahanan atau Annual Defence Minister’s Meeting Indonesia-Australia.

Dalam lingkup yang lebih luas, kedua negara melihat peran strategis kerjasama pertahanan di wilayah regional seperti melalui ASEAN Defence Ministers Plus. Sehingga diharapkan kedua negara dapat melanjutkan dialog  pada arsitektur regional dengan bekerja sama untuk meningkatkan kemitraan yang strategis.

Dalam pertemuan bilateral tersebut, Menhan RI menekankan pentingnya hubungan Indonesia dan Australia yang kuat, solid dan sangat penting tidak hanya bilateral tetapi juga memiliki dampak terhadap wilayah regional pada umumnya. “Harapan  kuat saya  bahwa pertemuan kita pagi ini akan membuka tonggak terhadap kerjasama pertahanan berikutnya,” harap Menhan RI.
Meskipun ini adalah pertemuan tahunan  dalam kenyataannya, hubungan kedua negara telah terjalin melalui berbagai forum kerjasama seperti Indonesia Australia Defence Security Dialogue (IASD) dan Australia-Indonesia Defence Alumni Association. Selain itu juga komunikasi informal antar kedua pejabat pertahanan  telah banyak dilakukan baik yang berlangsung di Indonesia maupun di Australia.

Ditambah lagi, hubungan bilateral RI-Australia telah diperkuat dengan adanya  Perjanjian Lombok atau The Lombok Treaty dimana kedua negara sepakat untuk saling menghormati dan mendukung kedaulatan territorial masing-masing negara. Melalui perjanjian Lombok, kedua negara bekerjasama untuk mengatasi ancaman keamanan tradisional dan non-tradisional yang difokuskan pada penanggulangan teroris, kerjasama maritim, bantuan kemanusiaan dan bantuan bencana alam serta misi perdamaian.

Agenda Pertemuan Bilateral

Pertemuan bilateral yang dilaksanakan dalam kunjungan Menhan Australia bersama delegasi ke Indonesia kali ini mengangkat tiga agenda pertemuan.  

Pertama, pertemuan tahunan Menhan RI-Australia.  
Kedua, pertemuan membahas kerjasama SAR yang dilaksanakan pada hari ini.  
Ketiga, pertemuan kerjasama industri pertahanan Indonesia-Australia yang akan dilaksanakan pada hari Rabu. Selain itu, hari Rabu juga dijadwalkan akan dilakukan penandatanganan “Arrangement Between MoD Indonesia and DoD Australia for Implementation of the Agreement Between The Republik of Indonesia and Australia on the Framework on Security  Cooperation and Its Plan of Action on Defence Cooperation.

Dihari pertama pertemuan, kedua Menhan membahas berbagai isu keamanan  yang berkembang di wilayah kawasan regional yaitu Laut China Selatan, isu demokrasi di Myanmar, kerjasama keamanan maritim dan lautan India, kerjasama multilateral, kerjasama bilateral dan Indonesia Peace and Security Center (IPSC).

Turut hadir sebagai delegasi Indonesia yaitu Wamenhan Sjafrie Sjamsoeddin, Sekjen Kemhan Marsdya TNI Eris Herryanto, S.IP, Staf Khusus Menhan Bid. Kerjasama Internasional Soemadi  Brotodiningrat, Kasum TNI Marsdya TNI Daryatmo, Dirjen Strahan Mayjen TNI Puguh Santoso, S.T.,Dirjen Pothan Dr. Pos Hutabarat, Ph.D  Staf Ahli Menhan Bid. Keamanan Brigjen TNI Hartind Asrin dan Dirkersin Brigjen TNI Jan Peter Ate, M. Bus.

Menhan RI Menerima Kunjungan Kehormatan Menhan Australia

JAKARTA-(IDB) : Menteri Pertahanan Republik Indonesia (Menhan RI), Purnomo Yusgiantoro menerima kunjungan kehormatan Menteri Pertahanan Australia Hon. Stephen Francis Smith, Selasa (4/9) di Kantor Kemhan RI, Jakarta. Dalam kunjungannya di Kemhan RI, Menhan Australia diterima oleh Menhan RI dengan upacara jajar kehormatan di halaman depan kantor Kemhan RI. Turut mendampingi Menhan antara lain Sekjen Kemhan RI Marsdya TNI Eris Herryanto dan sejumlah pejabat eselon I Kemhan RI.
 
Kunjungan Menhan Australia kepada Menhan, Purnomo Yusgiantoro kali ini juga di dampingi oleh Menteri Infrastruktur dan Transportasi Australia Hon. Anthony Albanese dan Duta Besar Australia untuk Indonesia H.E Mr. Greg Moriarty. Sementara itu saat melakukan pembicaraan di ruang Menteri, Menhan RI juga didampingi Menteri Perhubungan, E.E. Mangindaan dan Menteri Riset dan Teknologi, Gusti Muhammad Hatta.

Adapun maksud dari kunjungan Menhan Australia dan Menteri Infrastruktur dan Transportasi Australia ini adalah untuk melakukan pembicaraan bilateral di berbagai bidang. Pembicaraan akan mencakup berbagai masalah termasuk kerja sama pertahanan dan kerja sama yang sedang berlangsung di bawah Paket Bantuan Keselamatan Transportasi Indonesia (ITSAP). 

Sekjen Kemhan RI – Australia Bahas Percepatan Proses Hibah Hercules C-130H

Sekretaris Jenderal Kementerian Pertahanan Republik Indonesia Marsdya TNI Erris Herryanto, S.IP, MA, mengadakan pertemuan dengan Sekretaris Jenderal Departemen Pertahanan Australia Dencan Edward Lewis, Selasa (4/8) di kantor Kemhan, jakarta. 

Pertemuan yang dilaksanakan usai pertemuan bilateral antara Menhan RI dengan Menhan Australia tersebut, diantaranya membahas hal – hal terkait dengan upaya percepatan proses hibah empat pesawat Hercules C-130H dari Australia kepada Indonesia.

Tiga Menteri Australia Melakukan Kunjungan Kerja ke Indonesia

JAKARTA-(IDB) : Tiga Menteri Australia masing-masing Menteri Pertahanan Hon. Stephen Francis Smith, Menteri Infrastruktur dan Transportasi Hon. Anthony Albanese serta Menteri  Material Pertahanan, Menteri Dalam Negeri dan Menteri Hukum Hon. Jason Dean Clare, mulai tanggal 3 sampai 5 September 2012 melakukan kunjungan kerja ke Indonesia untuk bertemu dengan sejumlah Menteri Kabinet Indonesia Bersatu (KIB) II, termasuk melaksanakan pertemuan dengan Menhan RI Purnomo Yusgiantoro, yang merupakan agenda tahunan Menhan kedua negara.
 
Selama berada Indonesia  Menhan Australia  mengadakan pertemuan dengan Menhan RI di Kementerian Pertahanan RI, Menteri Pertahanan kedua negara akan melakukan diskusi untuk membahas kerja sama bilateral khususnya bidang pertahanan yang selama ini sudah terjalin baik, serta kemungkinan meningkatkan kerja sama di masa mendatang.

Di sela-sela kunjungan kerja ke Kemhan, ketiga Menteri Australia didampingi Menhan RI, Menhub dan Menristek, juga akan melaksanakan kunjungan kehormatan ke Wakil Presiden RI dan Menkopolhukam. Dan usai acara tersebut, delegasi Australia kembali melakukan pertemuan di Kemhan untuk membahas kerja sama bidang Keamanan Maritim antara kedua negara, khususnya mengenai SAR, keamanan dan keselamatan di laut.

Di hari terakhir kunjungan kerja ke Indonesia, Rabu (5/9), Menteri Pertahanan dan Menteri Material Pertahanan Australia, kembali melakukan pertemuan dengan Menhan RI, untuk membahas kerja sama tentang pengorganisasian logistik dan pengadaan bidang pertahanan.

Pada pertemuan tersebut, akan dilakukan diskusi mencakup berbagai masalah termasuk kerjasama pertahanan dan kerjasama yang sedang berlangsung di bawah Paket Bantuan Keselamatan Transportasi Indonesia (ITSAP) serta penandatanganan Perjanjian Kerangka Kerja Sama, antara Kementerian Pertahanan RI dengan Departemen Pertahanan Australia.

US Spy Drones Flown from Australia

The United Statesoperated secret spy missions out of South Australiawith its long-range Global Hawk surveillance drones, possibly over Afghanistan and off the North Korean coast.

The missions began shortly after the September 11, 2001, terror attacks and continued until at least 2006.

They were kept hidden after the US stamped on plans by former Liberal Defence Minister Robert Hill to make the flights public.

The South Australian Premier at the time, Labor's Mike Rann, was not told of the operations flown from Edinburgh Air Force Base near Adelaide, home of the RAAF's fleet of APC3 Orion long-range patrol aircraft.

The Global Hawk missions were uncovered by local aviation history enthusiasts and reported on ABC television's Foreign Correspondent programme. The Defence Department confirmed to the ABC that "rare" visits had occurred for "short replenishment purposes".

A Global Hawk made Australian headlines during the drone's only public visit in April 2001, after flying more than 13,200km from Edwards Air Force Base in Californiato become the first unmanned aerial vehicle (UAV) to cross the Pacific.

Australia Moves to Buy $3b Spy Drone Fleet

At the time of the Global Hawk's Adelaideflights, Australiawas planning to buy up to seven sophisticated, long-range UAVs to operate with new Boeing P-8A Poseidon aircraft intended to replace the Orions in 2018.

The two options under consideration were the Global Hawk, made by Northrop Grumman, and the rival General Atomics Mariner, which underwent evaluation at Edinburghin 2006.

The plans were deferred, although the RAAF operates leased Israeli Heron UAVs in Afghanistanand the army used smaller Shadow drones.

There are also long-term plans to fly UAVs such as the Global Hawk from Australia's remote Cocos Islands in the Indian Ocean.

South Australian operations by the big, A$200 million drones - whose wingspan is longer than a 747 jumbo jet's - were uncovered by members of Adelaide's West Beach Aviation Group.

The group monitors aircraft radio frequencies 20 hours a day to alert them to aircraft of interest, and they became aware of the Global Hawk's presence after "unusual chatter" and a strange call sign indicated the UAV was lining up to land 200 nautical miles away, when over Port Augusta in the Spencer Gulf, west of Adelaide.

The group's spokesman, Paul Daw, told Foreign Correspondent the Global Hawks began slipping into South Australia two months after the September 11 attacks.

"The reason we knew a Global Hawk was coming is we'd see a C141 Starlifter [transport aircraft] arrive up to a week earlier and unload a shipping container or two," he said.

"These [had equipment] to control the approach of Global Hawk."

Daw said the drones usually approached and left at night, although there were a few exceptions thathad enabled the group to photograph them.

The group recorded 10 missions to Adelaide, but Daw said there could have been others.

He said the flights were believed to be surveillance missions over Afghanistan.

The group monitored the flights until Australian military security officials insisted they stop. Their reports had been posted on an international website and published in the group's newsletter.

But Foreign Correspondent reported that in February 2006 an American journalist from the magazine Aviation Week and Space Technology was given access to a report on a single Global Hawk reconnaissance mission from RAAF Edinburgh to southern Japanand back again.

Officially, this was a demonstration flight for the Japanese, who were keen to acquire Global Hawk, the programme said.

But the visit occurred a week after North Korea conducted a series of missile tests and during a period when the USwas intent on assessing North Korea's offensive military capabilities.

Matthew Aid, an American analyst specialising in US intelligence operations since 9/11, told Foreign Correspondent maintenance and refuelling stops at Edinburgh made sense onthe completion of missions or whenthe drones were in transit fromthe US to the Middle Eastand other locations.

Selain Smith, dua menteri Australia juga menyambangi Indonesia pada hari yang sama. Mereka adalah Menteri Infrastruktur dan Transportasi Anthony Albanese dan Menteri Dalam Negeri dan Material Pertahanan Jason Clare.

Di Jakarta, Albanese akan terlibat pembicaraan dengan para pejabat terkait, yang mencakup berbagai masalah termasuk kerjasama yang sedang berlangsung di bawah Paket Bantuan Keselamatan Transportasi Indonesia (ITSAP). Boeing Winged JDAM-ER for RAAF Completes First Round of Tests

ST. LOUIS  -- A winged version of the Boeing [NYSE: BA] Joint Direct Attack Munition (JDAM) that will triple the weapon's glide range to more than 40 miles is a step closer to production after completing wind tunnel tests at a U.S. facility in June.

Developed in partnership with the Commonwealth of Australia, the 500-pound JDAM Extended Range (JDAM-ER) features a modular add-on wing kit that will unfold in flight. The kit can also be coupled with other modular enhancements, such as laser sensors. The wings were first integrated with the Boeing JDAM during the Commonwealth's Capability and Technology Demonstration program, which successfully completed flight tests in 2008.

Boeing will produce and integrate the JDAM-ER wing kits for the Royal Australian Air Force (RAAF) under a contract awarded in 2011. The kits will be built in Australia, with initial deliveries expected to begin in early 2015.

"Boeing and our Australian partners have worked closely together to employ affordable technology and the leanest manufacturing processes to cost-effectively enhance JDAM’s capabilities," said Debbie Rub, Boeing vice president and general manager for Missiles and Unmanned Airborne Systems. "The JDAM-ER effectively meets the needs of the Commonwealth by providing a greater stand-off capability and making it safer for pilots to prosecute their missions on today’s ever-changing battlefields."

"By successfully transitioning this technology from prototype to production, the Australian Defence Force will be able to further reduce the risk to its personnel on operations, allowing RAAF aircrew to engage their targets from beyond the range of enemy air defences," said Jason Clare, Australia’s Minister for Defence Materiel. "These enhancements will increase the ability of the RAAF to strike more targets in fewer sorties."

JDAM is a low-cost guidance kit that converts existing unguided bombs into near- precision weapons. Boeing intentionally designed its JDAM kit to be modular so the product could mature with a variety of technological upgrades such as a laser sensor, improved immunity to GPS jamming, and an all-weather radar sensor.

Boeing has built more than 238,000 JDAM tail kits in its St. Charles, Mo., facility since production started in 1998. JDAM is used by 26 international militaries.

Giraffes CRAM Replace Piranhas

Piranhas are being replaced by Giraffes in Tarin Kot Afghanistan – not as in a variety of fauna but in the form of serious life-saving hardware.

Leased from Sweden, the Piranha 740 is the name given to the distinctive Counter Rocket Artillery and Mortar (CRAM) system radar and vehicle that has been providing a reliable indirect fire warning to Multi National Base – Tarin Kot since December 2010.

The incoming Swedish-designed, Australian-owned radar system and transporter that landed this week, is designated as the Giraffe Full Operational Capability System.

With two Giraffes replacing the old system, Senior CRAM Watch Keeper, Captain David Petersen, said the safety on the base will be further improved.

“The system will provide far greater airspace management, sense, warn and locate capabilities,” Captain Petersen said.

The arrival of the Giraffe radars is the last stage of the LAND 19 phase 7A acquisition project. The Giraffe radars are a Swedish made system that is considered one of the best radars in the world for the detection of rocket artillery and mortars.

Bombardier Jordan Haskins who managed the every day functioning of the old system will now oversee its redeployment.

“It was very reliable considering it was radar designed for the arctic environment now operating in desert conditions – preventative maintenance and TLC was the key to its dependability,” Bombardier Haskins said.

“With two systems in place we will have complimentary coverage – it adds to increased safety for all personnel on the ground.”

Super Hornet Set to Serve for Decades

SUPER Hornet aircraft are likely to serve the RAAF for decades, rather than providing an interim capability, a leading defence analyst says.

Australian Strategic Policy Institute (ASPI) budget program director Mark Thomson says the F/A-18E/F Super Hornets will provide the RAAF with combat capability from the retirement of the F-111 until the arrival of the new F-35 Joint Strike Fighter (JSF).

On Friday, Defence Minister Stephen Smith said 12 of the 24 Super Hornets would be equipped as Growlers, giving the RAAF a very advanced electronic warfare capability of a kind the US only fielded in 2009.

Dr Thomson says on top of the $1.5 billion price tag, the RAAF will face ongoing and substantial ownership costs.

"More importantly, by taking the Growler option the government has dispensed with the fiction that the F/A-18E/F Super Hornets are only an interim fix pending the arrival of the F-35," he said in ASPI's The Strategist blog.

Dr Thomson says, assuming the JSF purchase goes ahead, the RAAF will be operating two fleets of combat aircraft for the next couple of decades, having to spend twice as much on the fixed cost of fleet operations.

He says the RAAF must be worried, as long-term plans to buy up to 100 JSF aircraft must be in jeopardy.

"The most optimistic outcome is that long-term additional cost of operating two fleets will be funded by purchasing fewer F-35 aircraft," he said.

"Say goodbye to 100 aircraft."

More worrying still is the prospect someone will crunch the numbers and come up with the obvious alternative - cancel JSF entirely and use the substantial savings for an all-Super Hornet fleet, he said.

"Sure, the F/A-18E/F does not have the technical performance (promised) by the F-35, but it's good enough for the US Navy to be taking new deliveries at the moment," he said.

"Moreover, a larger fleet of slightly less capable aircraft would be better to have in many circumstances."
