This proposed sale will contribute to the foreign policy and national security of the United Statesby helping to improve the security of a friendly country which has been, and continues to be, an important force for political stability and economic progress in Southeast Asia.

The proposed sale provides the Government of Indonesia with assets vital to protect and deter both external and other potential threats. Indonesia will use these APACHE helicopters to defend its borders, conduct counterterrorism and counter-piracy operations, and control the free flow of shipping through the Strait of Malacca.

The materiel and services under this program will enable Indonesia to become a more capable defensive force and will also provide key elements required for interoperability with U.S. forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The prime contractors will be The Boeing Company in Mesa, Arizona; Lockheed Martin Corporation in Orlando, Florida; General Electric Company in Cincinnati, Ohio; Lockheed Martin Millimeter Technology in Owego, New York; and Longbow Limited Liability Corporation in Orlando, Florida. Implementation of this proposed sale may require the assignment of five U.S. contractor representatives and three U.S. Government representatives in country full-time for equipment checkout, fielding, and technical
support.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

US Agrees to Sell Indonesia 8 Apache Helicopters

(Reuters) - The United Statessaid on Thursday it will sell Indonesiaeight AH-64/D Apache helicopters to strengthen security ties with the largest country in Southeast Asia and the world's most populous Muslim-majority nation.

Secretary of State Hillary Clinton, speaking during a meeting with Indonesian Foreign Minister Marty Natalegawa in Washington, said Congress had been notified of the intent to sell the aircraft.

"This agreement will strengthen our comprehensive partnership and help enhance security across the region," Clinton said.

President Barack Obama's administration has sought to buttress defense ties with Indonesiaas it refocuses its attention toward the Asia-Pacific following long years of war in Iraq and Afghanistan.

The United Stateshas stepped up military cooperation with traditional allies such as the Philippines and Australia, and joined regional efforts to press Chinato accept a multilateral framework for solving flaring territorial disputes in the South China Sea.

Clintondid not reveal an estimated cost for the Apache deal, which Indonesian media have reported has been in the works for months. The attack helicopters, used by militaries around the world, are made by Boeing.

The United Stateslast year announced it was giving Indonesiatwo dozen second-hand F-16 fighter planes, with Jakarta covering the estimated $750 million needed to refurbish the late-model fighters and overhaul their engines.

U.S.officials say the delivery of U.S.hardware will improve cooperation and information-sharing between the U.S. and Indonesian militaries as they face common security threats.

The announcement of the helicopter sale came as Clinton and Natalegawa wound up the third regular U.S.-Indonesia joint commission meeting, with both saying that ties between the two countries had grown stronger.

Clinton, who visited Indonesiathis month as part of an Asia-Pacific tour, said trade topped $26 billion last year and that the United States would invest $600 million over the next five years in Indonesian clean energy development, child health and nutrition programs and government transparency initiatives under its Millennium Challenge aid program.

Indonesiahas been among the nations hit by violent anti-American protests over the past week to protest against a U.S.-made video seen as critical of Islam.

Clinton said that the United Stateshad decided to temporarily close its diplomatic facilities in the country on Friday in case further protests erupt. But she praised Jakarta for its response to the crisis.

"We are very grateful for not only the cooperation and the protection that has been provided to our facilities, but also for the strong statements condemning violence," Clinton said.

Liputan6.com, Jakarta -Pemerintah Amerika Serikat memberikan sinyal positif terkait penjualan helikopter perang jenis Apache kepada RI. Menurut Menteri Pertahanan (Menhan) Purnomo Yusgiantoro, AS telah menawarkan delapan unit Apache.

"AS sudah beri siynal, silakan jika Indonesia mau membeli delapan biji Apache.

Tiger Helicopters Return to the Sky

Tiger ARH (photo : Michael Bridge)

The Australian Army’s fleet of Tiger Armed Reconnaissance Helicopters (ARH) has resumed regular training activities after a temporary suspension was lifted on 2 August 2012.

The suspension, which began on 26 June 2012, was put in place as a safety measure when fumes were detected in the cockpit of an aircraft that performed a precautionary landing at Shoalwater Baytraining area the day before.

Following a detailed investigation and assessment into the source of the fumes, the Army Operational Airworthiness Authority lifted the suspension on the recommendation to resume flying operations from the Technical Airworthiness Authority.

The assessment determined that a faulty capacitor in the power supply module was the cause of the fumes. The Tiger fleet has been examined and the faulty power supply modules will be returned to the manufacturer for modification.

Philippines Looking at South Africa as Option for Attack Helicopters

21 Juli 2012

A spokesman for the Philippines Air Force (PAF) has been quoted as identifying South Africa as one of the countries that are under consideration to supply his service with new attack helicopters. South Africa is one of the few countries to have developed a dedicated attack helicopter, the Denel Rooivalk (Kestrel, in English).

The PAF is seeking 10 attack helicopters as part of a major modernisation programme. The other countries listed as possible suppliers by Lieutenant Colonel Miguel Okol were Italy, France, Russia and the UK. US helicopters have been ruled out as they are too expensive for the country.

Confusingly, PAF commander Lieutenant General Lauro Catalino de la Cruz was reported to have said that Italian helicopters would be ordered. These would presumably be AgustaWestland AW129 Mongoose attack helicopters.

However, Okol spoke to Agence France-Presse (AFP) after De la Cruz made his comment, suggesting that the general was expressing his personal opinion or spoke ambiguously and had been misunderstood. Whatever the case may be, the acquisition of the new helicopters has been approved and the order should be placed before the end of this year.

The PAF seems to use the term attack helicopter to refer to any armed helicopter and not just dedicated attack designs. This would explain the inclusion of the UK on the list – Britain does not have a dedicated attack helicopter design but the army version of the AgustaWestland Lynx can (and has been) be armed with guns and missiles.

Likewise, the PAF refers to its current force of MD Helicopters MG 520 light armed helicopters as attack helicopters. “What we are going to get are armed attack helicopters ... that can carry more payload than the MG 520,” Okol told AFP. The PAF is also upgrading its MG 520s.

The Denel Rooivalk is not currently in production, but the company could restart manufacture if it received a suitable order. The company has been redelivering Rooivalks upgraded to operational standard to the South African Air Force, a process that should be concluded next month.

Air Force to Get 10 More Attack Helicopters

BEFORE the end of the year, the Philippines would have 10 new attack helicopters, and the go-ahead has also been given for the purchase of 12 surface attack aircraft/lead-in fighter-trainer (SAA/LIFT) to form part of the P75-billion modernization program of the Armed Forces.

This was revealed by the Air Force commander, Lt. Gen. Lauro Catalino  de la Cruz, who flew in from Europe through the Middle East on Monday afternoon, after participating in the Farnborough Air Show in the United Kingdom (UK).

“I was able to take a firsthand look at some of the industry participants, talk to some of them and would now report to senior leaders in the Armed Forces the best options available for the country,” he said during a brief interview at the airport.

De la Cruz said the four contenders for the jetfighter are Italy, Korea, Russia and the UK.

The purchase of the attack helicopters has been approved and these would be provided by Italy.

“I was in Italy to look at some of the attack helicopters that were offered and hopefully, we will have them by the end of the year,” he added.

He said the Philippines preferred the Italian models because they are cheaper compared to those made by Americans, which are top of the line and are very expensive.

The attack helicopters would replace the ageing OV-10 “Bronco” armed reconnaisance planes and MG-520 attack helicopters currently in the Air Force inventory.

De la Cruz said the acquisition would be purely for defense purposes.

“The Armed Forces concentrated on dealing with internal insurgency until we realize the need for credible defense following the row with China over the Spratlys,” he said.

The present Air Forces inventory has 43 aircraft, consisting of one S-211 trainer jet, two OV-10 “Broncos,” four MG-520 attack helicopters, nine T-41 trainers, 16 SF-260FH trainers, four UH-1H “Huey” helicopters, three Fokker F-27 “Friendship” aircraft, one C-130 “Hercules” transport aircraft, and four newly acquired Poland-made Sokol helicopters.

Col. Miguel Okol, Air Force spokesman, said the command was given authority to proceed with the 38 projects lined up to beef up its assets. These include the purchase of medium and light lift aircraft as replacement for the C-130 “Hercules” troop and transport carrier, long-range patrol aircraft, radars, SAA/LIFT and attack helicopters.

From one of the best in Southeast Asia in the 1960s, the Air Force fleet gradually deteriorated and became obsolete without being replaced, leaving the country with no external defense capability.

To upgrade the entire military’s capabilities, the Department of National Defense and Armed Forces are working to fast-track the approval by July this year of a total of 138 contracts.

The contracts, mostly aimed at boosting badly depleted air and naval assets, would be implemented during the Aquino administration.

Australia Grounds Tiger Helicopter Again

Suspension of Tiger helicopter Operations

The Australian Army’s fleet of Tiger Armed Reconnaissance Helicopters (ARH) has been suspended from flying operations as a safety precaution.

The suspension was put in place following the precautionary landing of a helicopter at the Shoalwater Bay training area on 25 June after the aircraft’s two-man crew detected fumes in the cockpit.

The aircraft landed safely with no injuries to the crew or further damage to the aircraft. Defence is presently investigating the cause of the fumes.

There are 22 ARH in the Australian Army’s Oakey and Darwin based fleet, 19 of which are in the fully capable configuration operating in the fleet. The remaining three aircraft are completing a retrofit program and should return to the fleet later in the year. The Australian Army’s Tiger fleet is not yet in full operational service.

PAF Chief visits Cebu as part of 65th founding anniversary, says PAF to upgrade its defense capabilities

CEBU CITY (PIA) -- Philippine Air Force (PAF) Commanding General Lt. Gen. Lauro Catalino Dela Cruz in a recent visit to Cebu announced that PAF will be acquiring new external defense equipment to upgrade their capabilities.

De la Cruz told the good news during a media interview at the Brigadier General-Benito Ebuen Air Base in Lapu-Lapu City last Friday as the commanding general made a round of visits nationwide as part of the highlights in commemorating the PAF 65th Founding Anniversary next month.

The PAF recommended a P75-billion budget for additional aircraft in order to implement the modernization program, which is spread in a five-year period.

Dela Cruz said they already submitted to Malacañang the list of necessary equipment that needs to be purchased and the first equipment they want to acquire is the air defense radar.

“We will be acquiring other weapon systems and other equipment needed by the PAF,” said Dela Cruz.

At present, the PAF received four new helicopters for use during search and rescue operations and an additional four helicopters will be delivered in November.

For the meantime, the approved purchase was based on the recommendations that include 10 new attack helicopters from France, 21 additional UH-1H utility helicopters to augment the existing utility aircrafts, three medium airlift fixed wing, and 18 trainer aircrafts.

In addition, Dela Cruz also recommended purchasing N-24 Nomads aircraft and two light lift aircrafts to replace the existing F-27 Fokker.

In his message, the PAF Chief encouraged the air force personnel to strengthen their forces and capabilities in protecting the country and create more programs to enhance professionalism and promote the welfare of the soldiers.

On its 65th anniversary, the PAF carries the theme “PAF @ 65th, Bagwis ng Kapayapaan, Tagapagtanggol ng Kalayaan.” (FCR/HFG/PIA-7/PAF)

Super Cobra Akan Jaga Perbatasan RI-Malaysia

27 Maret 2012

Helikopter serang Bell AH-1W Cobra (photo : Airliners)

Heli tempur buatan Bell itu senilai sekira 11,3 juta dolar AS (setara Rp96 miliar) per unit.

(T.KR-NVA)

Indonesia Berencana Beli 8 Helikopter Tempur Amerika

09 Februari 2012

Helikopter tempur Apache buatan Amerika (photo : Defense Industry Daily)

Final Tiger Chopper Handed to Defence

01 Desember 2011

Defence company Australian Aerospace has handed over the last of 22 Tiger armed reconnaissance helicopters (ARH) to the Australian Defence Force (ADF).

In a formal ceremony at the company's facility in Brisbane, chief executive Dr Jens Goennemann said it was a great day for Australian Army Aviation, the ADF and Australian Aerospace.

He said it also marked another important milestone in the ARH program.

"The Tiger ARH has been a complex and demanding program and one not without its fair share of challenges," he said in a statement on Thursday.

"But extensive collaboration and a cooperative approach by Australian Aerospace, our industry partners and the various ADF branches involved has been a significant contributor to where we proudly stand today."

The Tiger helicopters were ordered in 2001 in a $2 billion deal to replace Vietnam War-era Iroquois and Kiowa helicopters. The first four were manufactured in France and the rest assembled in Brisbane by Australian Aerospace, a subsidiary of Eurocopter.

The project encountered a series of technical problems and delays and was at one stage on the government's projects of concern list.

Australian Tigers are set to be declared fully ready for operational service next year, however, French Tigers have been flying operationally in Afghanistan for the last two years.

Thursday's handover ceremony was attended by representatives of the Commonwealth, aviation and aerospace companies, the Australian Defence Force plus senior management of Australian Aerospace and its parent Eurocopter.

Dr Goennemann said delivery of final Tiger ARH022 did not signify an end to Australian Aerospace's Tiger relationship with the ADF.

"Australian Aerospace will continue to work with Army to support, maintain and bring this important new platform to maturity within the ADF," he said.

Tiger represents a very significant increase in capability for the ADF.

Australian Aerospace says it's the world's most advanced armed reconnaissance helicopter, featuring advanced technology which makes it faster and more agile than competitors, such as the US Apache.

Tiger carries a crew of two - pilot and gunner - and is equipped with an advanced day and night surveillance system, a 30-mm cannon, 70mm freeflight rockets and, unlike French Tigers, the US Hellfire air-to-ground missile.

Indonesia Jajaki Beli Heli Apache & Tank Leopard Bekas dari Eropa

10 November 2011

Termasuk penggunaan alat utama sistem persenjataan (alutsista) produksi PT Dirgantara Indonesia (PT DI).

Tiger Helicopters at Last Ready to Prowl at Night

01 Oktober 2011

The Australian Defence Force will stage a night-time helicopter training exercise in the Top End.

Four Tiger helicopters will be flown on week nights between 6pm and midnight over the next two months.

The operation will be managed from Darwin but defence says the majority of the training will take place in regional and low-population areas to limit disruptions to the public.

The ADF says the training marks a significant step forward in the use of reconnaissance and attack helicopters.

The helicopters taking part in the night exercises are among 22 Tigers ordered by the ADF under a $2 billion contract.

They had been limited to daylight operations because of delivery delays for night-vision helmets.

It is expected that some of the Tigers will see service in Afghanistan.

Diggers fighting in Afghanistan currently rely on US Black Hawk and Apache helicopters for air fire support and medical evacuations.

JAKARTA, (Xinhua) -- Indonesia's plane company PT Dirgantara Indonesia will develop a light attack helicopter and military cooperation with South Korea, a top executive said here on Thursday.
"We are in cooperation with the Indonesian Army to develop a light attack helicopter that could be used to confront separatist and smugglers," said Budi Santoso, president director of PT Dirgantara Indonesia in a parliamentary hearing.

He said that characteristic of the helicopter is different from MI35 that is designed for opened battle in which noise is not important. "The most important element of the light attack helicopter is its low noise while flying. We don't need helicopters like MI35 that its noise could be heard from a distance of 10 kilometers," Santoso said.

He also said that the Defense Ministry and its South Korean counterpart are developing a program named the Korean Fighter Program (KFP). "This is our opportunity to upgrade our skill and to grow new expertise, mainly in engineering," he said.

According to Santoso, general lifetime of a plane is about 20- 30 years.

"However, during the lifetime, we need maybe twice or three times of upgrade on weaponry and avionic system. If we have the expertise, we could upgrade it according to our needs," he said.
